damaged in an oil tanker accident two weeks ago. katie is live in san francisco with a closer look. katie? >> kristen, over my shoulder, you can see the bench pulled up to the base of the eastern tower of the western span of the bay bridge. i talked with a spokesman from caltran and he first phase is going to be incredibly labor intensive. we are on the embarcardero as the sun came up and captured the video of the repair barge maneuvering into place. caltran says there are ten workers on the barge but that will change depending on the task of the day. you can see the closeup images of the crews. caltran has to removed damage fender completely which is more involved than after the hit on the judge in november of 2007. that was a massive wreck. but that was easier to fix because the fender was completely ripped off. the fenders are made of steel and 100 percent recycled plastic. this accident happened back january 7 and the oil tanker sideswiped the tower only damaging the fender and not the damage which is what it is designed to do but it is a costly repair. the crews are looking at

jailed in san francisco this morning on attempted murder charges. our reporter is like at st. francis hospital where the victim is fighting for her life. amy has more on his capture. amy? >> she has a long recovery ahead of her. her family says now they can all feel safe. her sisters said they felt very nervous when dexter oliver was out on the run. they say they were looking behind their backs. he now is in jail. police arrested him last night around 9:00. they found him in a hotel in oakland and police say he surrendered peacefully. he is accused of setting the 25-year-old starr lamare on fire. the mother of low was dating oliver. it was a horrific scene on sunday afternoon. starr lamare ripped off her burning sweater while she was running and screaming. her sisters say starr lamare argued over the laundry with oliver he got gasoline and poured it on her and lit her on fire. her family says she has burns to her family and she could be in the hospital for four to five months. dexter oliver is now in jail and police plan to charge him with arson and attempted murder. >> thank you, amy

in years. >> shocking information about how much san francisco muni is spending on overtime and who we having. one employ he clocked in shy of 2,000 hours of overtime last year. new to the west portal station. what is the story here? >> as you said it is astonishing, the san francisco chronicle is reporting that the city's overtime payment went $18 million over budget for the 2011-2012 fiscal year of 25 top overtime earners who work for the city, 22 worked for muni. ten supervisors made more than $100,000 in overtime. bringing their pay to more than $200,000 for the year so they worked 80 hour work weeks every single week of the year. we have a breakdown of the pay for a mechanic whose base salary was $106,000. he put in for 1,954 hours of over time. an average person worked 2,000 a year so the mechanic got paid for work 4,000 hours in one year. at $83.85 an hour he made $163,842 in overtime. with add-ons he made more than $293,000 for the year. this happened during the first year of lee's mayor, and san francisco police and fire departments overpaid in overtime and those department

>> eric, starting today there is in such thing as toll evadeers on the golden gate bridge, everyone from now on is now known as customers. the first step in the change to all electronic tolling, no more toll takers, the conversation could happen in march, but this morning, the system is going live in a test mode to work problems out. drivers will not notice anything different but folks who do not have a fast track trans ponder have several ways to pay the toll. >> we have a new system called the toll invoice. if you do not have an account and do not get a license plate account or do not make a one time payment because you do not know what to do you get an voice with no penalty and no added fee, it is easy, so don't worry. we will find you. if you do not want to wait for then voice in the mail register the license plate with the bridge district and you can pay at some gas stations in san francisco kiosks will be set up. the change could save the district $13 million over eight years. to eliminate any confusion a large sign is mounted on top of the tollbooth with a message "keep moving." they do not want anyone stopping in the next few months when the change over happens. we will see if that works. live on the golden gate bridge. >> thank you. let's go niners, today in new orleans, the harbaughs come face-to-face with the media and talk about what it is like to have two sons coaching in football's big of the game. for more today in the big easy and history of the city we go live to abc7 news reporter, katie marzullo, at the super dorm where it looks to be getting dark. >> the sky, kristen, just got darker, which is a little spooky which makes me glad i am at the superdome and not at the subject of the story you are about to see. we are talking about cemeteries in new orleans. they are above ground. they are abandoned, or haunted and historic, but they are the real deal, cemeteries where people are still being buried. i met with a tour guide born and raised here. he knows the history of it with a details report of what happens inside the cemetery. >> these things are bunk beds. >> it is like a cozy wait to spend eternal. >> you would put the first person who dies on the top bunk. the second person who dies below on the bottom. >> what happens when a third family member passes away? of the ship staying on board the "overseas raymar" in san francisco bay hopefully enjoying four or five days of unexpected vacation time enjoying the sights of san francisco bay as the coast guard and the ntsb get the investigations going. >> the abc7 news i-team has been digging into the background of guy kleess, piloting the "overseas raymar" at the time of the accident. there are three addresses under his name. one in san francisco. one in wyoming. what appears to be the current one in maryland. you see video provided to us by the san francisco bar pilots who work a week on and a week off but can trade ships. we asked shipping officials about the possibility of pilot fatigue and the bar pilot came to san francisco from maryland right before the crash. >> was he on a red eye? >> we do not know when he came on or off or when he got on or off the ship. >> the shipping industry has filed suit to get information of the pilot's shift and whether fatigue is a problem. the bar pilots and the board are appealing a september decision. you can keep up with new developments by following us
